Roc and Raoul are conjoined twins that are the hosts of Happy Monster Band. They speak in rhyme to introduce the show and the judges, but they don't speak in rhyme while backstage. Roc and Raoul are confirmed to be brothers due to Raoul saying "Thanks bro!" in No No Bluz Pull Orange Cable".
